Great number of complicated transport junctions and long length highways require making quick and effective decisions of how to control traffic flows.

Traffic management systems are widely used to provide safe traffic in modern metropolis.

Traffic management system is a complex of integrated means of transport infrastructure control, that are used to solve the problems of traffic organization based on modern information technologies, forming the data flows about transport infrastructure functioning in real time mode.

Traffic management system consists of Intersection control system and Camera system.


System Description and Architecture

Intersection Control Systems provides automatic traffic lights control at the intersections to provide privileges in traffic for BRT buses while crossing the intersections.

Intersection control system is a complicated multilevel system.

The first level consists of executive devices and traffic flow sensors: traffic lights, information panels, microwave radars, surveillance cameras with analytic functions support.

The second level is performed by road controllers. Controllers allow to control traffic lights and information panels, collect information about traffic volume and intersection crowding, analyze and process the received information and according to this data to unload the intersections, to connect with traffic control center via any available communication channel, to record the history of its actions with opportunity to get this information while considering the disputable situations.

The third level of the system is intended for transmitting the data from road controllers to the traffic control center and if necessary, for receiving the control commands by devices of the first level.

The fourth level of the system is performed by the central server node, central traffic control center, automated working places that provide the information to other systems and allows to control the equipment of certain intersections and the whole system in general.

Intersection Control System Advantages

Implementation of the Intersection control system on the BRT routes will allow to solve the following problems:

  • improving the of traffic control infrastructure (substitution of old traffic lights for modern ones, installation of the traffic flow sensors, installation of the additional information panels, etc.);
  • lowing the level of motor vehicle emission from cars standing in traffic jams;
  • reduction the travel time and total reduction of fuel consumption;
  • BRT buses priority control along the road over the other participants of the traffic;
  • maximum assistance in keeping the BRT bus timetable;
  • prevention of traffic jams and reducing the time of traffic jam elimination at the complicated and crowded intersections;
  • providing the information for municipal services about the highway crowding, providing the possibilities of changing the traffic situation for solving the emergency situations (providing the priority for special purpose vehicles, etc).


To control public transport traffic and to provide safety bus movement on BRT lines we offer to implement the following systems of video surveillance with E-police function:

  • Automatic video-detection system of moving vehicles;
  • Automatic video-detection system of vehicles passing on red;
  • Sectional speed measuring system.


Automatic video-detection system of moving vehicles provides the following functions:

  • Vehicle license plate recognition;
  • Searching for stolen vehicles;
  • Checking traffic of lanes reserved for busses
  • and trams;
  • Electronic toll system supervision;
  • Modular solution enabling additional functions.

Automatic video-detection system of moving vehicles is an identification system of vehicles passing a speed up to 200 km/h based on automatic recognition of license plates. For an effective detection no traffic restrictions are required.

In the basic version the system can be used for:

  • Searching for stolen vehicles;
  • Checking traffic in so called BUS lanes and separate tram lanes;
  • Electronic toll supervision;
  • Identification of dangerous freight by recognition of ADR orange plates;
  • Acquiring of statistical traffic data.

In combination with other detection elements Automatic video-detection system of moving vehicles brings a wide range of other functions e.g.:

  • Measuring of vehicles height – combination with optical sensors;
  • Dynamic weighting of vehicles – combination with weight sensors and induction loops;
  • Automated speed checking – combination with certified infrared radar;
  • Detection of passing on red at intersections and railway level crossings – combination with detection of signalling state.

System consists of CCD cameras and computer evaluating pictures in a real time. Other parts include infrared reflectors for easy vehicle detection in a miserable weather or at night. In case of a questionable camera picture caused by sun back-lighting, a special module for maximum suppression of such effect is offered.

Detection cameras continuously monitor the restricted area. During passing of a vehicle the license plate number image is scanned by artificial intelligence elements and converted to the text form for additional processing.

Acquired data are automatically compared with the central motor vehicle registry, database of stolen vehicles and vehicles in search. In the case of matching the system transmits data through transmission route to a dispatcher‘s workplace. Then acoustic alarm notifies the operator about the event and vehicle data are transmitted to him in a text form. The same applies for other monitored traffic violation – prohibited driving in the lane reserved for public transportation vehicles. Based on a customer‘s request information regarding traffic violations can be transmitted also to a highway patrol unit.

Basic data – date, time, location, (optional GPS equipment), recognized license plate and vehicle picture of all detected vehicles are stored in a database.

Program allows making a picture or a video and also carrying out a reverse search for them if required.

Installation of Automatic video-detection system of moving vehicles depends on a specific situation. Detail camera with overvoltage protection and infrared reflectors are installed on a cantilever beam or a post so that passing vehicles can be registered.


Automatic video-detection system of vehicles passing on red provides the following functions:

  • Video-detection of a traffic junction light state;
  • License plate recognition;
  • Photographic documentation and traffic offence archiving;
  • Option of reconstructing the traffic accident from the video-recording;
  • Connection to traffic junction light not necessary.

Automatic video-detection system of vehicles passing on red is an automatic system for detection and archiving traffic offences at junction traffic lights. The system operates on basis of vehicle license plate recognition.

The basic function of the system is a detection of vehicles passing on red. At the same time also other functions based on modularity of the camera system can be used (searching for stolen vehicles, checking traffic in so called BUS lanes and at separate tram lanes at intersections, acquiring traffic statistic data and other).

The system consists of CCD cameras and VDU for evaluation of picture in the real time. Other parts are the infrared reflectors for easy detection of a vehicle in a bad weather or at night.

System monitors traffic situation and takes pictures of vehicles entering intersection on red.

Based on picture analyses the license plate is recognized and stored in the text form in a database together with data, time, a picture and a traffic offence location. After that, it is transmitted through GSM technology in a coded form to a dispatcher‘s workplace for additional processing.

The survey camera is installed at the cantilever beam or a post so it can record the entire situation from a driver‘s view entering the intersection. The detail camera together with overvoltage protection and infrared reflector are installed at a cantilever beam or a post at the other side of intersection to register the vehicle from the front side.

Installation of the Automatic video-detection system of vehicles passing on red system depends on a current situation. Camera signal is transmitted over a metallic line. In case when there is a danger of a signal distortion by induced voltage (for instance near the trolley-line or the tram-line or some other line) transmission is provided by fibre optic cable with signal optical converter



Sectional speed measuring system provides the following functions:

  • Recognition of license plates;
  • Measuring of an arbitrarily long section;
  • High reliability and accuracy;
  • Automatic data processing;
  • Easy processing of violations.

Sectional Speed Measuring System

This stationary system has been designed for measuring of an average vehicle speed at the delimited road section. The measuring principle of the system is based on the laser detection of the passing vehicle through checking points located at the start and the end of the monitored section. Immediately after laser detection of a vehicle the video-system and recognition of license plate is activated. An advantage of the system is a low demand for the computing operation, because the digital HD cameras are activated only if the vehicle is detected.

System is capable to detect vehicles passing of up to 200 km/hour.

Measuring of sectional speed is particularly suitable for installing on high capacity roads going through residential areas of communities and cities (road of the first or the second category intersecting a community etc.) and otherwise dangerous road sections. An advantage over measuring by microwave radar speed detection in particular is a wider territorial coverage. The driver is forced to comply with the speed in the entire section, not only locally within the reach of the radar.

Part of the system function is processing of statistical data (traffic intensity, absolute and relative number of traffic violations, classification of vehicles by region and other).

The vehicle approaching the checkpoint is detected by the laser detector which immediately activates the video camera installed on the relevant checkpoint while the exact time of the vehicle passage is recorded. For the precise identification of the vehicle license plates in a bad weather and at night the checkpoints are also fitted with infra-red lights.

Scanned picture is analyzed and the data obtained are subsequently paired by the same license plate. Based on the time difference of passing the checkpoints and their distance, which is known, the vehicle average speed is calculated by a simple algorithm. The measured and calculated data is encrypted and together with pictures and other relevant information sent via GSM technology to the dispatcher’s workplace for further processing and also database archiving. Possibly, it can be transmitted with short response into the laptop of the police patrol to impose the traffic violation fine.

Part of the product is user friendly software that allows easy management of registered offenses or instant imposition of a fine to the driver.
